Your telegram of 18th of Sept.

The question has been

carefully considered in conference

with Clementi, Chatham, formerly

C.A. Director of Public Works, H.K., and

Consulting Engineers.

It a ears

clear that extensive works must be

undertaken in the not distant future

to produce adequate water supplies for

H.K. and Kowloon. I therefore

consider that Aberdeen scheme should

be proceeded with immediately. In

order however to relieve existing

shortage as quickly as possible I

agreed to the simultaneous completion

of the first section of Shing un

scheme by construction of cross herb our

pipe line and other necessary works.
